A U.S. District Court order issued on 28 September 2026 requires the Department of Homeland Security to address adverse immigration decisions affecting a defined class of migrants who entered the United States using the CBP One mobile app.

U.S. Citizenship and Immigration Services announced on 26 October 2026 that members of the “Sileiri Doe” class may file requests to reopen or reconsider any denied benefit application without paying the usual filing fee.

The class includes individuals who entered via the CBP One app between 16 May 2023 and 19 January 2025, received a mass email terminating their parole in April 2025, and have remained in the United States since.

To qualify, applicants must demonstrate that the denial was caused by the April 2025 parole termination and that they would have been eligible for the benefit absent that termination.

The fee waiver applies to adverse decisions issued between 1 April 2025 and 21 April 2026, but it does not cover requests for employment authorization that were based on parole.

There is no set deadline for submitting a reopening request; applicants must use the designated USCIS form and include a written explanation linking the parole termination to the adverse decision.

Each request will be assessed individually, and approval will be granted only if the applicant can show eligibility for the benefit independent of the April 2025 termination.
