Stack Infrastructure submitted joint construction and environmental permit applications covering a $100 billion investment that would create a 21‑building artificial‑intelligence data‑centre campus on the Southern Virginia Megasite at Berry Hill.
The filing secures nearly 3,000 acres of the 3,528‑acre site, representing the largest single private investment ever recorded by the state and the biggest economic development deal in Southside Virginia’s history.
Stack plans phased construction across 1,715 developable acres over a 15‑year period, with an estimated 2,500 high‑paying jobs created during the first two decades.
The campus will require up to 3,000 megawatts of electricity at full build‑out, a load the developer intends to meet primarily through on‑site natural‑gas‑fired generation across two dedicated power‑generation campuses.
A new 150‑megawatt substation, slated for operation by 2028, will connect the on‑site generation to the regional grid.
Water consumption is projected at a peak of 7 million gallons per day; the developer will draw this from a stranded municipal supply in Eden, North Carolina, which has roughly 13 million gallons of unused daily capacity, avoiding reliance on local groundwater.
To offset environmental impact, Stack will place a permanent, legally binding conservation easement protecting 300 acres along the Dan River and will address wetlands across 212 acres as part of the permitting process.
County officials say the project will generate up to $48 million in annual property taxes, making the campus the largest taxpayer in Pittsylvania County once operational.
All construction and environmental permits are currently under multi‑agency review, with the county having already fast‑tracked heavy‑industrial zoning changes earlier this year.
