The Senate will be equipped with a digital system to track and manage resolutions passed by county assemblies, aiming to boost transparency, monitoring and accountability in the legislative process.

The State Department for Devolution has invited individual consultants to design and develop an online database that will serve as a central platform for recording county assembly resolutions.

The initiative supports the Senate’s constitutional role under Article 96, which requires representation of counties and protection of their interests, while also strengthening devolution overall.

According to the department, the database will improve coordination among county assemblies, enhance access to information on legislative decisions and aid the Senate in its oversight functions.

Funding for the consultancy comes from the Second Kenya Devolution Support Programme (KDSP‑II), which is financed by the World Bank.

KDSP‑II focuses on three priority areas: sustainable financing and expenditure management, intergovernmental coordination and institutional performance, and improved oversight and accountability, including climate‑risk screening.

Applicants for the consultancy must submit a CV, relevant registration or licensing certificates, and testimonials or recommendations.

Proposals are to be submitted by 11 a.m. on 12 November 2026, either by email or by depositing them in the tender box on the fifth floor of Teleposta Towers, along Kenyatta Avenue, Nairobi.
