Saudi Arabia’s Ministry of Human Resources and Social Development has published a benefits package for foreign workers covered by certain Ministry contract regulations, including housing, furnishing, transport and air‑ticket support.
The housing allowance equals three months’ salary, paid as a lump sum at contract start and each renewal year, with a minimum of SAR 8,000 (approximately KSh 273,600). Workers already provided Ministry‑arranged accommodation are not entitled to this separate payment.
A one‑off furnishing allowance of 50 % of the worker’s monthly salary is also paid at the beginning of the contract.
Monthly transport support varies by salary band: SAR 300 (KSh 10,260) for earnings below SAR 2,000, SAR 350 (KSh 11,970) for salaries between SAR 2,001 and SAR 3,500, and SAR 400 (KSh 13,680) for earnings above SAR 3,500. In some cases the Ministry may provide transport directly instead of cash.
Air‑ticket benefits are outlined in Article 17 of the contract regulations: the Ministry covers the initial flight from the worker’s home country to Saudi Arabia at contract start, and the return flight at contract end. Workers already residing in the Kingdom are excluded from the initial ticket, but eligible employees receive an annual return ticket when taking regular leave.
Eligibility depends on the specific Ministry contract regulations; the allowances are not automatically granted to every foreign worker in Saudi Arabia. Kenyan nationals recruited by a Saudi ministry or public institution may qualify, whereas those employed by private firms or as domestic workers fall under different rules.
Workers are advised to review their employment contracts and confirm applicable benefits with their employer or the Ministry via its official website at hrsd.gov.sa.
