On 28 October, the Public Investments Committee on Governance and Education, chaired by Luanda MP Dick Maungu, directed the University of Nairobi to provide documents accounting for billions of shillings in unpaid pension contributions and taxes.
Vice‑Chancellor Prof. Eng. Ayub Njoroge Gitau and other senior officials appeared before the committee to answer questions about unpaid pension deductions, PAYE taxes and the measures proposed to address the liabilities.
Committee members said verbal assurances were insufficient and demanded verifiable records before they could assess the extent of the liabilities and the proposed recovery plans.
Auditor‑General findings showed the university failed to remit roughly Ksh4 billion in pension contributions and Ksh50 million in PAYE taxes for the 2021/2022 fiscal year alone.
Kasipul MP Boyd Were warned that penalties and interest could increase the unpaid tax bill if the university does not settle the amounts promptly.
Lungalunga MP Chiforomodo Mangale asked how pension and tax liabilities grew to an estimated Ksh5 billion, insisting the committee would not accept unsupported explanations.
Central Imenti MP Moses Kirima called for a comprehensive investigation, likening the situation to earlier concerns raised over financial irregularities at Moi University.
Vice‑Chancellor Gitau said the university had resumed remitting pension deductions and was paying retiring staff, but acknowledged the deficit had risen from about Ksh5 billion to over Ksh10 billion.
He disclosed that the institution is considering commercialising land and other assets to raise funds for the pension arrears and noted that the government still owes the university just over Ksh3 billion in Higher Education Loans Board payments.
Deputy Vice‑Chancellor for Finance, Planning and Development Prof. Josiah Omollo Aduda confirmed a remedial payment plan has been submitted to the Retirement Benefits Authority and that discussions are ongoing with the Kenya Revenue Authority to resolve the outstanding taxes.
