On 3 November 2026 the Central Bank of Paraguay placed Ueno Bank into resolution, shutting down its digital platform and freezing all customer accounts.

Ueno Bank served about three million customers – roughly 60 % of the country’s adult population – and managed between $800 million and $850 million in public funds, including $380 million from the state pension fund.

The Deposit Guarantee Fund was activated to protect depositors, covering savings up to 75 minimum wages per person and per institution, equivalent to about 228.3 million guaraníes (≈ $38,300).

An initial payment of up to 10 million guaraníes will be made to affected depositors, with further installments to follow according to a schedule the central bank will publish.

Before the guarantee is paid, any outstanding debts that depositors owe to Ueno Bank will be deducted from the covered amount.

Customers were immediately unable to access their money through the bank’s app, cards or branches after the intervention.

The central bank said the broader Paraguayan banking system remains solvent, with an average capital ratio of 16.95 % and a delinquency rate of 2.53 %.
