The NTSA has identified thousands of motor vehicle transfer applications that remain incomplete on its Service Portal, attributing the delay primarily to buyers who have not acted on the pending notifications.

Under current regulations, a transfer cannot be concluded without the buyer’s explicit approval; until then, the seller retains legal ownership of the vehicle.

Buyers must log into their NTSA Service Portal account via the eCitizen platform, locate the pending notification on the home page, and choose to accept or decline the consent request.

After confirming their decision, buyers submit the details to NTSA; the authority states it will process the application within one day and issue an electronic logbook (eLogbook) to confirm the change of ownership.

If a buyer declines consent, the system automatically notifies the seller, allowing them to take further action if needed.

The NTSA also cautioned the public not to share personal data such as vehicle details, National ID numbers, phone numbers or portal login credentials with any third parties.

Official service alerts are sent only from the short code NISA; any messages from other numbers should be ignored.
