The Kenya Revenue Authority (KRA) issued a public notice on 16 October 2026 announcing that the Multi‑Vendor User‑Owned Framework of the Regional Electronic Cargo Tracking System will take effect on 26 October 2026.

Under the new arrangement KRA will retire the electronic seals it currently operates for tagging dry cargo and motor‑vehicle units, ending their use on the same date.

From 26 October all electronic monitoring of goods under customs control must be carried out with devices supplied by KRA‑approved private vendors, who will enter commercial agreements directly with importers, exporters, clearing agents and transporters.

Electronic fuel seals used for wet cargo will not be withdrawn immediately; KRA plans a phased removal over time.

The approved vendor list can be accessed via KRA’s website, by emailing cmu@kra.go.ke, or by visiting the Cargo Monitoring Unit on the 13th floor of Times Tower in Nairobi; the list is also available at all customs offices nationwide.

KRA says the shift moves cargo‑tracking responsibility from a government‑owned model to a user‑owned, commercially driven system, aiming to broaden vendor participation and give users greater control over their tracking arrangements.
