The Kenya Revenue Authority announced that its electronic cargo tracking seals for dry cargo and motor vehicles will cease operation on 26 October 2026, as it moves to a Multi‑Vendor User‑Owned e‑Seal Framework under the Regional Electronic Cargo Tracking System (RECTS).

Under the new arrangement, approved private vendors will supply the electronic seals, replacing the devices previously owned and managed by KRA.

Importers, exporters, transporters and other stakeholders must obtain seals from any vendor listed on KRA’s approved roster, which will be published on the authority’s website and can also be requested via email to the Cargo Monitoring Unit or in person at its Times Tower office.

The notice advises businesses to prepare for the transition before the 26 October deadline to avoid disruptions in customs monitoring of goods moving under KRA control.

While dry cargo and vehicle seals will be switched on the stated date, the phase‑out of electronic seals for wet cargo, such as fuel, will be gradual and not take effect immediately.

The change follows earlier digital reforms, including the August 2026 introduction of a mandatory Advance Cargo Declaration (ACD) for exporters shipping goods to Kenya, aimed at strengthening cargo monitoring and customs compliance.
