The Business Registration Service runs the Movable Property Security Rights Registry, a public, notice‑based register for security rights in movable assets that has been operating since May 2017.
Unlike a land title, the register records only the existence of a security interest, not ownership or the asset’s value, meaning lenders must still verify priority, borrower rights and enforceability.
Lenders can use the registry to secure loans against machinery, inventory, receivables or warehouse receipts, but each type brings specific appraisal and monitoring challenges.
Effective asset‑based lending requires borrowers to keep clear records separating owned stock from consignment goods and to provide ageing schedules for invoices, while banks need procedures to avoid double‑pledging and to assess the recoverable value of pledged assets.
World Bank research on 73 countries found that introducing movable‑collateral registries was linked to better access to finance, lower interest rates and longer loan terms, although outcomes depend on institutional quality and lender behaviour.
Entrepreneurs seeking finance should prepare reconciled accounts, stock records, customer contracts and proof of repeat payments to demonstrate cash‑generating operations beyond the existence of a land title.
