Principal Secretary for Internal Security and National Administration Dr Raymond Omollo said the state is accelerating a blue‑economy programme that includes modern fish landing sites, water‑transport upgrades, market connectivity and security operations to make fishing more profitable and sustainable.
Speaking to Beach Management Units and business leaders in Migori County, Omollo noted President William Ruto’s focus on the sector through infrastructure, equipment, training, security and market‑access investments.
The plan includes nine new fish landing sites around Lake Victoria, each equipped with cold‑storage rooms, hygienic handling areas and improved trading facilities to cut post‑harvest losses.
Construction is under way at Muhuru Bay Pier in Migori and other sites, while water‑transport projects feature a completed facility at Homa Bay, works at Usenge in Siaya, and planned developments at Mbita, Kendu Bay and Sena on Mfangano Island.
A public ferry nearing completion in Kisumu is expected to improve passenger movement, trade and connectivity for lakeside communities.
To address security concerns, the government will deploy additional police and security officers and add patrol boats on Lake Victoria before the end of 2026, following consultations with the Border Patrol Unit and the Kenya Coast Guard Service.
Omollo highlighted the need to modernise patrol vessels, citing safety risks associated with traditional wooden boats.
Economic empowerment measures include urging Beach Management Units to strengthen their SACCOs through higher membership, transparent financial management and training for officials, as well as promoting complementary livelihoods such as integrated poultry farming.
The rollout of more than 600 modern markets nationwide, featuring electricity, water and cold storage, aims to give fishermen better access to buyers and reduce exploitation by middlemen.
President Ruto is slated to visit the Lake Victoria region in the coming weeks to launch the roughly 500‑kilometre Lake Victoria Ring Road, linking Migori to Busia and enhancing links between landing sites, markets and commercial centres.
