The National Treasury has opened an evaluation of bids to appoint a consulting firm that will advise the government on expanding the 460‑kilometre Nairobi‑Mombasa highway.

An Expression of Interest for a transaction adviser was advertised on 11 August 2026, with submissions required before the end of the first quarter of the year, and evaluators are now reviewing the received proposals.

The selected consultancy will assess traffic demand, engineering needs, environmental and social impacts, and overall project costs to determine the technical and economic feasibility of the corridor upgrade.

The upgrade plan calls for expanding the existing dual‑lane highway into an access‑controlled, minimum four‑lane dual carriageway that will operate under a tolling framework.

The Treasury highlighted the corridor’s strategic importance as a key segment of the Trans‑African Highway network linking Kenya’s two largest cities and supporting trade and tourism across Central and Eastern Africa.

The current procurement step follows the rejection of an unsolicited 2,500‑page proposal from U.S. firm Everstrong Capital, which sought to build a separate six‑lane expressway at an estimated cost of KSh 365 billion.

The PPP Committee dismissed Everstrong’s bid for not meeting the requirements of the PPP Act 2021, after which the government re‑prioritised the project under the Fourth Medium‑Term Plan as a public‑private partnership to upgrade the existing road footprint.
