The State Department of ICT and Digital Economy and the German development agency GIZ are working to conclude the implementation contracts for the second phase of the Digital Transformation Centre (DTC II) after the National Treasury provided its feedback.
Principal Secretary Eng John Tanui met the GIZ delegation, led by programme director Dr Christoph Zipfel, on Tuesday; the session also introduced Sylvia Lautenbach as the new programme director and acting manager for DTC II.
Tanui said the talks focused on finalising the contracts and clearing pending tax‑exemption issues that must be resolved before the programme can be fully launched.
Tax exemptions, a routine element of donor‑funded projects in Kenya, permit the import or purchase of project‑related goods and services without certain duties, subject to approval by the Treasury.
Tanui highlighted that the Kenya‑Germany partnership is intended to speed up the country’s digital transformation agenda and strengthen institutional capacity for a competitive digital economy.
Both parties reaffirmed their commitment to the agreed priorities and aim to translate the cooperation into concrete outcomes for Kenya’s digital sector.
The DTC, operated by GIZ on behalf of the German government, supports Kenya’s digital ecosystem through joint work with government agencies, private firms and start‑ups.
Phase II aligns with the Digital Master Plan 2022‑2032, which emphasises infrastructure, e‑government services, skills development and innovation, alongside the national Cloud Policy and the Kenya AI Strategy 2025‑2030.
Details on the budget, timeline and specific focus areas of DTC II will be disclosed once the implementation agreements are signed.
