The Kenya Education Management Institute (KEMI) and education programme implementor EIDU signed a Memorandum of Understanding at KEMI’s Nairobi offices on 2 November 2026, establishing a three‑year collaboration to embed digital learning and real‑time data use into school leadership training.

The programme will target heads of institutions, deputy heads, education managers and Boards of Management, providing them with training on digital tools, learner‑data dashboards and evidence‑based decision‑making.

KEMI will supply trainers, facilitators and training facilities, co‑designing and co‑delivering the curriculum, while EIDU will contribute technical assistance, curriculum‑aligned digital content, access to its learning platforms and data systems for KEMI’s facilitators.

A Joint Steering Committee, chaired by KEMI’s CEO Dr Maurice Odondo and EIDU Managing Director Mr Fredrick Seda, will oversee the partnership, set annual work plans and conduct a mid‑term review after 18 months.

EIDU’s existing digital learning programme already reaches about 790,000 learners in roughly 12,700 public schools across 32 counties, indicating the scale of resources that will be leveraged for the new training.

The partnership aligns with the 2023 Presidential Working Party on Education Reform report, which urged the Ministry of Education and stakeholders to re‑tool teachers for the Competency‑Based Education (CBE) system.

Why digital and data skills matter for CBE

Competency‑Based Education emphasizes instructional leadership, continuous assessment and evidence‑based decisions about learner outcomes, requiring school leaders to interpret real‑time data and integrate digital resources into teaching.

Implementation timeline and next steps

The MOU becomes effective on 2 November 2026 and will run until November 2029. KEMI will appoint a partnership focal person to coordinate daily activities, and both institutions will begin co‑designing curricula and scheduling training sessions for school leaders across the country.

Progress will be monitored through joint work plans, with periodic evaluation reports submitted to the Joint Steering Committee, ensuring alignment with CBE objectives and allowing adjustments based on early outcomes.
