The Independent Policing Oversight Authority (IPOA) announced it is investigating the arrest and brief detention of journalist Mr. Ode Francis by police officers on 20 October 2026.

Francis was covering protests against a recent increase in fuel prices when plain‑clothes officers stopped him on Kimathi Street in Nairobi’s Central Business District.

Video footage shows Francis repeatedly identifying himself as a journalist before being bundled into a police vehicle, raising concerns over police conduct during the demonstrations.

IPOA said it contacted Francis on 21 October 2026 as part of preliminary inquiries to establish the circumstances of the arrest.

The authority will visit Central Police Station, review relevant police records and interview officers who were deployed for public‑order duties during the protests.

The inquiry will assess whether the officers’ actions complied with the law and established policing procedures, and will produce recommendations for accountability where culpability is found.

IPOA reaffirmed its mandate to independently investigate incidents involving police and journalists, citing constitutional provisions that protect freedom of expression and media freedom.

The Crime Journalists Association of Kenya condemned the arrest and called for an independent investigation and accountability for any officers found responsible.

Upon concluding its investigation, IPOA will issue recommendations to relevant institutions, including measures to strengthen cooperation between police and media during public‑order operations.
