The Ministry of Education is designing a multi‑agency system aimed at improving the collection and sharing of information on student pregnancies and sexual offence perpetrators.
Cabinet Secretary for Education Julius Ogamba said the ministry currently lacks a comprehensive framework and information‑management system capable of aggregating such data.
He noted that existing monitoring of learner pregnancies relies heavily on heads of institutions and teachers, a process he described as not watertight.
To obtain reliable data on perpetrators, the plan calls for the involvement of several government bodies, including the Teachers Service Commission, the National Police Service, the Director of Public Prosecutions and the Judiciary.
Ogamba clarified that a person can only be formally designated as a perpetrator after a disciplinary or criminal justice process has concluded with a finding against the suspect.
The proposed system will bring together the Ministry of Education and the identified agencies to share verified data as part of ongoing reforms.
Ogamba emphasized that the platform will not record allegations alone; it will only log cases where due process has confirmed responsibility, ensuring data integrity.
No specific timeline or public rollout date was provided, but the minister indicated that work on the system is proceeding alongside other education sector reforms.
