The Ethics and Anti‑Corruption Commission (EACC) confirmed that Lilian Nelima Buluma, a teacher at Friends School Kamusinga Boys High School in Bungoma County, was arrested on Monday, 12 October 2026.
According to the commission, Buluma is accused of demanding KSh 100,000 from each of three unemployed teachers, claiming she could use her connections within the Teachers Service Commission (TSC) to secure them positions, a sum that would total KSh 300,000.
Investigators say part of the money – KSh 150,000 – was transferred to Buluma via M‑Pesa, Kenya’s mobile‑money service.
After her detention, Buluma was processed at the EACC’s Western Regional Office and subsequently booked at Bungoma Police Station, where the investigation remains ongoing.
If formal charges are filed, she could be prosecuted under Section 6 read with Section 18 of the Anti‑Bribery Act, 2016, which criminalises requesting and receiving a bribe.
The EACC reiterated its commitment to fighting corruption in public service and warned that any manipulation of recruitment processes undermines fair access to employment.
TSC recruitment and anti‑bribery framework
The Teachers Service Commission is the statutory body responsible for recruiting and managing teachers in Kenya’s public schools.
The commission advises unemployed teachers to apply only through the TSC’s official recruitment channels and to report any suspicious offers to the EACC or police.
