The Directorate of Criminal Investigations (DCI) arrested Eliud Gilisho, also known as Eliud Limuyu, on Monday and placed him in Muthaiga cells pending arraignment.
The Director of Public Prosecutions approved fraud charges after investigators said Gilisho posed as a Buuri Constituency MP aspirant while running a scheme that cost the victim Sh260 million.
Victim Tony Ketter, an ICT businessman with operations in South Africa and Angola, reported that Gilisho approached him through a former employee, claiming to develop a weapon detector and seeking funding for the project.
Detectives said Gilisho fabricated digital personas, posing as wealthy investors from the United States and France, to convince Ketter of a lucrative investment and extract money.
Ketter told police the fraud forced him to abandon his South African business and return to Kenya after losing Sh260 million.
The DCI’s Serious Crimes Unit recorded Ketter’s statement, noting that Gilisho threatened violence and isolated the victim to maintain control over his finances.
Further investigation uncovered a forged Israeli passport and several visas, including a U.S. visa, with inconsistent birth dates across the documents.
The DCI has sought clarification from the embassies of the two countries whose passports and visas were found among Gilisho’s documents.
