Clearway Energy Group announced that financing of $1.5 billion is now closed and construction has started on the Swan Energy Center, a 650‑megawatt utility‑scale solar facility in northwestern Bates County, Missouri.
The development is backed by a bank consortium led by Canadian Imperial Bank of Commerce, DNB Bank ASA and National Australia Bank, while Clearway Energy, Inc. will invest once the plant reaches commercial operation.
A 20‑year power purchase agreement underpins the project’s revenue, with Google identified as one of the three off‑takers signed in 2025 for Missouri, Texas and West Virginia.
Clearway expects the solar farm to generate enough electricity each year for roughly 200,000 homes, more than double the output of Ameren Missouri’s recently commissioned sites.
Construction, led by Blattner Energy, is projected to create up to 500 jobs at peak activity, with several permanent technician positions anticipated after the plant begins operating.
The site occupies portions of formerly strip‑mined land near the Kansas border, allowing the project to avoid sensitive habitats and to restore public roads at the developer’s expense.
Clearway has arranged a 30‑year Payment in Lieu of Taxes (PILOT) agreement with Bates County that should deliver more than $80 million in revenue, averaging about $2.7 million per year, plus additional contributions for emergency equipment and road infrastructure.
Commercial operation is targeted for 2028, aligning with Missouri’s broader push for renewable capacity, including Ameren Missouri’s 250 MW Reform Renewable Energy Center approved earlier in 2026.
