Immigration, Refugees and Citizenship Canada (IRCC) says the 2027‑2029 plan will admit 220,000 new temporary workers, 150,000 international students and 380,000 permanent residents in 2027.
These numbers are unchanged from the previous year’s plan, a move the government says offers predictability for employers, schools and prospective immigrants.
For foreign nationals, including Ghanaians, a job offer from a Canadian employer is generally required before applying for a temporary work permit.
Employers must first determine whether a Labour Market Impact Assessment (LMIA) is needed; if required, a positive LMIA must be obtained before the worker files a permit application.
Work‑permit applications are submitted online through an IRCC secure account, and applicants may need to provide biometrics at an authorized Visa Application Centre.
International students must first obtain a letter of acceptance from a Designated Learning Institution (DLI) and, where applicable, a Provincial Attestation Letter or Quebec Acceptance Certificate.
Study‑permit applicants must also provide proof of finances, the acceptance letter and other supporting documents before submitting an online application that includes fees and biometric requirements.
Approved students receive instructions on passport submission and travel‑document collection before travelling to Canada.
Keeping the 2027 targets unchanged is intended to give employers, educational institutions and applicants a stable planning horizon while managing housing and public‑service pressures.
