Immigration, Refugees and Citizenship Canada (IRCC) announced a temporary measure that permits certain foreign workers already in Canada to enrol in short‑term study programmes without first obtaining a study permit.
The exemption applies only to work permit holders in three occupational groups – tradespeople, nurses and laboratory technicians – who need short courses, licensing‑related education or professional training.
Eligible workers may study for up to six months under the exemption, provided the programme meets the policy’s eligibility conditions and does not exceed the six‑month limit.
The measure does not create a new immigration pathway, nor does it automatically qualify participants for permanent residence or alter the conditions of their existing work permits.
IRCC set the expiry date for the temporary exemption as 31 December 2027, after which the policy will cease unless extended.
Workers planning to enrol in longer programmes or courses that fall outside the defined scope must still apply for a regular study permit in accordance with existing immigration rules.
The exemption is intended to help skilled temporary workers meet occupational requirements and continue contributing to Canada’s economy and public services.
Potential beneficiaries, including Nigerian and other African professionals already in Canada, are advised to verify that both their occupation and the intended course qualify before enrolling.
