The Blue Mountain Solar and Storage Project, proposed by VESI 11 LLC, seeks to add a 35 MWac photovoltaic facility and a 25 MW/140 MWh battery energy storage system to support the auxiliary electricity needs of the nearby 20 MW Blue Mountain geothermal plant owned by Ormat Technologies.
Two conditional‑use permit applications, identified as UH‑26‑15 and UH‑26‑16, cover separate parcels totaling roughly 313 acres – about 158 acres in the north and 155 acres in the south of the Jungo Road and Blue Mountain Road intersection.
The Humboldt County Regional Planning Commission will consider the applications at its October 8, 2026 meeting in Winnemucca, beginning at 5:30 p.m. Pacific time.
Approval of the conditional‑use permits would represent a land‑use milestone but does not itself authorize construction; additional building, electrical, fire‑safety and federal right‑of‑way approvals are still required.
Project estimates for the northern site suggest about 80 construction workers and a one‑year build period, though these figures are provisional and contingent on securing all remaining permits.
Access to the site is planned via Jungo Road and Blue Mountain Road, with a referenced Bureau of Land Management right‑of‑way indicating that separate federal or utility approvals may still be needed.
The commission’s decision could range from full approval, conditional approval, postponement, or denial, after which the developer would still need to satisfy other regulatory requirements before any construction could commence.
