Blue Energy lodged the initial portion of a construction permit application with the U.S. Nuclear Regulatory Commission for its planned hybrid power project at the Port of Victoria, Texas.

The filing covers the first small modular reactor (SMR) unit and seeks approval to begin limited construction activities such as deep foundations and shaft work that will support the reactor.

Blue Energy also requested permission for its “Blue Bridge” construction sequencing strategy, which calls for building the natural‑gas generation and balance‑of‑plant infrastructure first, then using parts of that infrastructure for the later nuclear units.

The application includes a nearly 300‑page environmental report addressing impacts on endangered species, tribal lands and historic resources.

Project design and timeline

The Victoria development is planned as a 2.5 GW hybrid facility, beginning with two GE Vernova 7HA.02 gas turbines that together will provide roughly 1 GW of power by 2030.

Up to five GE Vernova Hitachi BWRX‑300 SMRs could be added, delivering as much as 1.5 GW of nuclear capacity starting in 2032.

The phased approach is intended to meet the near‑term electricity needs of the nearby Crusoe data center while the longer‑term nuclear buildout proceeds through licensing and construction.

Blue Energy aims to make a final investment decision by 2027, pending regulatory approvals and completion of a year of site‑specific data collection before submitting the second half of the permit application in late 2027.

Financing and broader energy context

The company has retained Société Générale to structure private financing for the project, emphasizing a model that does not rely on ratepayer‑backed mechanisms.

Blue Energy previously raised more than $400 million, including investment from Constellation Technology Ventures, to support engineering and licensing work.

The Victoria hybrid plant joins a wave of large‑scale power projects in Texas aimed at supplying AI‑driven data centers, alongside separate gas‑only and battery‑storage developments.
