Panamint Capital announced a US$1.7 billion investment to develop the Big Rooter Power project on its Twin Oaks power station site in Robertson County, Texas.
The utility‑scale solar development will be built in two phases – Big Rooter West (491 MWdc) and Big Rooter East (658 MWdc) – together marketed as roughly 1.2 GWdc of capacity.
Construction officially began on 23 July 2026, with the West phase targeted to start commercial operation in August 2028 and the East phase slated for August 2029.
Both phases will be sited within the existing Twin Oaks energy complex, which spans about 10,000 acres and already hosts conventional power generation and mining infrastructure.
The project will retain the site’s thermal generation assets while adding solar generation, battery storage and data‑centre capacity to create a combined power‑digital hub.
First Solar will supply roughly two million photovoltaic panels manufactured in Ohio, Louisiana and Alabama, and Nextpower will provide its NX Horizon solar‑tracker systems with Hail Pro‑75 and NX Navigator software.
The development will also use more than 34,000 tonnes of US‑made steel for structural components and will install over 20 miles of new 345 kV transmission lines to connect the generation to the grid.
SOLV Energy has been appointed as the EPC contractor, responsible for delivering the solar facilities, substations and transmission infrastructure and supporting long‑term asset performance.
Panamint estimates the project will create more than 800 construction jobs and generate over US$66 million in local economic benefits over its lifetime, with a long‑term power purchase agreement in place to secure revenue, though the buyer has not been disclosed.
